The renewed GAS regulation in Torhout, which was five years old, has been adjusted to tackle nuisance more effectively and prevent new offenses. As all municipalities within the Kouter police zone use the same regulation, uniform agreements apply within the zone, facilitating a joint approach to recurring nuisance.
Youth aged 14 and over can now receive a GAS fine for offenses such as leaving litter or public urination. The Torhout Youth Council previously gave a positive recommendation for this change. The administration prioritizes information and awareness, but will take action against persistent offenders.
In case of an offense by a minor, mediation is always the first step. This can lead to a learning program or community service, aiming to achieve behavioral change, with a particular focus on litter.
The regulation now also includes certain traffic offenses, such as violations related to stopping and parking, and non-compliance with the overtaking ban for cyclists in bicycle zones.
The updated regulation takes into account the new Criminal Code, leading to adjusted powers for mixed offenses and optimized procedures for the sanctioning official, GAS enforcers, and the police.
Offenses can be established by the police, OVAM, MIROM, and authorized employees of the local government. Last year, 188 fines were issued, primarily for littering.
