The agreement, approved on October 15th, is part of the 2026-2031 multi-year plan and aims to increase the social rental housing supply from 575 homes at the end of 2025 to at least 695. Oostkamp is focusing on a diverse and affordable housing offer.
The new Binding Social Objective (BSO) sets the minimum number of social rental homes each Flemish municipality must realize between 2026 and 2042. For Oostkamp, this target is 120 homes. The collaboration between the municipality and Vivendo includes various options such as new construction, purchasing or acquiring homes, renting properties on the private market, replacement construction, and renovating existing social rental homes.
The municipality will act as the director of local housing policy, assisting in finding suitable locations and facilitating permit processes, while Vivendo will be responsible for the concrete realization of the social housing supply. The agreement establishes a long-term framework for gradually increasing the social rental housing stock.
The realization will occur in phases with interim targets per legislative period. By 2030, at least 14 homes must be completed or in short-term planning, with an additional 13 in the multi-year plan. The full objective of 120 additional social rental homes must be achieved by December 31, 2042. Specific projects include new construction in Waardamme (Oeverhof) and the Nieuwenhove district, as well as renovations at Ter Elst and homes in Nieuwenhove.
“"Everyone deserves a quality and affordable place to live. With this collaboration, we are looking beyond today. Together with Vivendo, we want to realize additional social homes step by step, well-integrated into our neighborhoods and addressing the housing needs of our residents."
