The municipality of Merchtem has been implementing an animal-friendly policy for stray cats since 2018, aimed at improving their living conditions and reducing nuisance. This policy is based on the principle of trapping, sterilizing, and returning cats. These efforts were recognized with the ‘Animal-Friendly Municipality’ label, awarded by the province of Flemish Brabant since 2021.
Anyone spotting a stray cat within the territory of Merchtem is asked to report it to the Execution department via loods@merchtem.be or 052 37 39 15. Important information to include in the report comprises the exact location, the reporter's name and contact number reachable during office hours, the number of cats present, and whether they are kittens, a mother cat with kittens, or a pregnant cat. An employee will then assess the situation and make contact for placing a trap, which is checked at least once every twelve hours.
Captured cats are taken to the veterinarian for sterilization or castration and receive a small ear notch as an identification mark. Wild stray cats are released back to their original capture location after recovery, due to their strong territorial nature. Kittens or socializable adult cats are cared for by Poezenbos vzw and offered for adoption after necessary treatment.
The municipality encourages citizens to contribute to the well-being of stray cats by offering safe shelters or food. For more information on the policy, the Execution department can be contacted. Poezenbos vzw is also continuously seeking foster families for cats and kittens; information is available on the association's website.
Legislation regarding cat ownership has become stricter in recent years: since September 1, 2014, all cats and kittens must be spayed or neutered before sale or adoption, even when given away for free. Since November 1, 2017, kittens must be microchipped and registered in the CatID database before they are 12 weeks old. All cats changing owners must be identified and registered. Selling or giving away cats and kittens for free is legally prohibited, unless one is a recognized breeder.
