Hoogstraten aims for a clean, safe, and pleasant living environment by using camera surveillance as a supplementary tool. This is implemented at locations with persistent nuisance or where additional imaging can contribute to safety, mobility, and liveability.
The city has for years focused on preventing and addressing illegal dumping and litter through campaigns, checks, and reports. However, some locations remain prone to recurring nuisance. Therefore, temporary cameras will be deployed at specific spots as part of a broader strategy. Research and experiences from other municipalities show that camera surveillance can be valuable in tackling illegal dumping, especially at clearly defined locations like glass banks and waste containers, when combined with targeted communication and enforcement.
The chief of police of police zone Noorderkempen gave a positive recommendation for this approach on August 31, 2026.
In addition to addressing local nuisance, the city is also investing in enhanced safety in Transportzone Meer. Existing cameras in the area are no longer operational. Due to increasing challenges in mobility, parking pressure, illegal dumping, crime, and the risk of undermining criminal activities, the city is developing a new camera network in collaboration with police zone Noorderkempen.
This project includes eight ANPR cameras for license plate recognition and eight overview cameras. The network's scale is adapted to the large area of the business park, the high volume of traffic, and the international character of the transport zone as a logistics hub.
The chief of police of police zone Noorderkempen also provided a positive recommendation for this dossier on August 31, 2026.
The investment aligns with the strengthened cooperation between Hoogstraten, Breda, and Zundert through the Convenant Grensverbond. The three municipalities commit to jointly developing the business parks Hazeldonk, Transportzone Meer, and Business Center Treeport. Safety is an important focus, alongside mobility, sustainability, and economic development.
